I think that this movie is just like real life. I also think these characters have plans to defraud millions from the Housing Authority. By multiple as in 100's of housing vouchers, they purchase the properties, and then rent to themselves, and then also rent to tenants. Collecting free rent from the housing authority as well as from their own tenants. They become very wealthy and scam the government for millions. Until there ultimately arrested and executed by the Chinese government. Awesome ending.

Saw this movie with my daughter when she was maybe 7 years old. IDK, but i did enjoy it and was kinda an escape movie from the outside world at that time.
