It would be more helpful if the info/particulars were given as to where & how to resolve the problem presented. Bulldozing down a cat colony is terrible. Where is your Humane or SPCA rescue group that has some clout? Have you started a petition? I don't live in Penn. but would gladly sign a petition or letter in support of the long term colony. Maybe the group needs to sponsor some giant spay/neuter clinics, too. Blessings on your work with cats.
