Objectively the worst. Out of all four tmnt shows this one is by far the worst. Splinter is lazy and hardly even trains the turtles. And all the turtles have magic abilities all of the sudden, why? They were perfectly capable in previous series. The fights suffer from these abilities as well making them more about the powers than the skill of the turtles. This leads the fights to lean mor into a dragon ball z ish style which isn’t bad for dbz but it is the total wrong move for tmnt. Watch any other tmnt series this isn’t worth your time.
