Short and sweet review: Good plot, great action scenes, sub-par characters, great acting (in Korean at least), and no, it's not better than Train to Busan because in no way is it a sequel. Do not expect to be seeing any, and I mean ANY, nods to the first movie aside from zombies in Korea. The execution of the movie is the best they could've done with the plot, however I feel like they could've had slightly more attachment and focus on each individual character; just like how in the first one the audience developed at the same time the main character and Su-an did. I recommend seeing this film if you 1, liked the first movie 2, like zombies and 3, like action. Emotion is kind of left out in this one, and that is most definitely a shame as the first one hit-hard in the emotional area.
