The movie is a mess. It spends the first part trying to undo The Last Jedi. They try to distract the audience by just keeping the action going because if the story slows down at all, it falls apart. You begin asking questions for which the only answer they can provide you is "Because we needed this to happen for there to be a movie."

Why is Palpatine back? "We needed an antagonist for there to be a movie."
Why does R2D2 need to be hooked up to another ship's computer to get the special files? Why not put it all on a disk and do a hand off like they did in A New Hope? "Because we needed a chase sequence."
Why was Kylo Ren able to leave Exogol with ease at the beginning of the movie, but the Imperial Star Destroyers need a guidance beacon? "Because we needed him to meet with Rey for the fight sequence."
Why is the Rebellion able to leave Exogol without a beacon? "Because it would be a lame ending if everyone was stranded on a dead ice planet."
How did the rebellion know that they needed the space horses if they didn't plan on making an emergency landing on the Star Destroyer? "Because we needed a ground battle so we can have the Space, Land, and Throne room battles from Return of the Jedi."
There are millions of other examples. The action is only there for the sake of having action sequences which makes everything hollow. There hasn't been any character growth, so when the heroes are in peril, you don't actually care. So to make it FEEL like you care, they just pump up the music to make it seem like what's on the screen is important.
I think the worst thing about this movie is that you walk away feeling nothing. You just want it to end.
