S1 and 2 were pretty watchable if somewhat predictable. The terror plot shakedown was well constructed, but when concluded the show lost its' impetus in S2.
If not for Julie White who stole the show in S3, it would have been utterly pointless. Dreadfully constructed with an awful ending which never felt real or believable.
