A longtime Philadelphia tourist attraction is officially becoming a thing of the past. Philadelphia City Council has approved a ban on horse-drawn carriage businesses, formally ending a practice that had been part of the city's tourism scene for decades. While Philadelphia's last carriage company stopped operating in 2023, the new law prohibits both commercial and noncommercial horse-drawn carriage rides and includes fines for violations. Supporters of the measure say it reflects growing concerns about animal welfare and safety in busy urban environments. The ban is expected to take effect later this month.
