I have to agree with others. A police officer flagrantly breaking the law isn't believable unless said officer is portrayed as being on the take or some other kind of activity, or the need to do this act had become desperate (it hadn't). And the entire story hinges on her doing this. The flood itself and how it impacts the town is very interesting, and there are some very good actors in here, but the writing is simply lazy.
