All I can make of this vague plot is that the locals have a history of mental illness likely brought on by the short days. Dark Sky. Like seasonal affective disorder. Those affected mimic wolf behavior where a pack will eat its own if they can't care for them. Here the children are likely killed by locals not wolves, who want to kill the Future of the town to end the pain. The police and healers are blamed for not helping enough. The writer is brought in to tell the story so others can study the downward spiral of this community and learn from it.
