My main problem with this movie is that it feels like a series that was poorly planned. What we're left with is an overstuffed plot with an abundance of missed opportunity and underdevelopment. Even the title speaks to how incoherent and forced the film feels.
Grindelwald had the potential to be a complex villain with understandable motivations. And then he murders a child within the first few minutes of the movie, instantly discrediting anything he says later on about higher virtues and making him vanilla evil.
The Credence subplot comes to a head very abruptly with a series of soap-opera revelations and flashbacks that, frankly, add very little to the overarching plot.
There's also a love triangle plot because.....?
Oh yes, and there a few fantastic beasts, but they're not nearly as important as in the first movie. Also, Grindelwald does perform a serious crime or two, but it's really not the main focus of the movie; his non-crimes are actually much more important.
Overall, 5/10. I liked it well enough, but this series needs to correct it's course fast.
