Probably one of the best written shows of all time. If not THE best, in my opinion. The sprawling canvas that is Baltimore, helps us understand, and sometimes even empathize with its morally-grey denizens. This show stands out from its contemporaries in a way that isn't so obvious in face value. Each season tackles the issue that is drugs and crime from widely different perspectives and institutions, such as the police, the port authority, the city council, educational institutions, as well the media. This rather ambitious undertaking could have gone wrong in many ways, but the grounded approach towards writing is what the show's creator, David Simon opted over action and over-the top sequences (which I will say are still there!), and naturally is what makes the show so unique. The 'worst' season (which is according to many, is the fifth season) is also in a way the best season, for tying up the multiple story arcs in such an incredible fashion.
