It was. not clear at the end as to what crime James was going to be charged with. Even at the time of Alec's death, it would take a pretty convoluted argument to charge James or the PM with a crime.
Also, it appeared at the end that James was being hauled off by the police, but that the PM had not been affected by whatever Sophie revealed.
