Trina Asiedu, the actor who plays the character you're talking about is Sean Berdy and he is deaf in real life. His character Sam communicates primarily using ASL but he does speak some as well. In the show Switched at Birth his character Elliott chooses not to speak and only signs. There are different ways in which individuals who are deaf choose to communicate. I just started this show and I find it pretty interesting and will keep watching!
