It is a classic case of miss-management of expectation.
My analysis.
PROS:
1)intriguing story
2)good graphics
3)very nice world design
CONS:
1) bugs and lack of optimisation
2) feels stuffed with things and not very organised and incomplete ( example: good customisation options GOOD not EXCELLENT. But lack 3rd person view is just a killer
3) horrible driving mechanics
4)bad AI
5)subpar delivery of story as opposed to for example ( mass effect 2)
Honestly i feel like with some care in the form of patches and mods this game would be amazing. And i think it is going to get there, the world serves as a great canvas for this.
To address this CDPR need to release modding tools. And OR addresses the issues themselves.
I understand this takes time that they do not have. So it was a problem waiting to happen no doubt. they knew this was going to happen coz It is no doubt that the game had been scaled back from the original pitch/ aspirations. This is my analysis of what happened.
1) great idea for the game cyberpunk 2077
2)increased hype and expectations
3)devs gave in to the hype
4)devs found that they have bitten more than they could chew
5) devs decide to scale back
6) expectations still high
7) bam!
