Bubsy 3D is a product of its time that has overtime been mistranslated as one of the worst games of all time. While this game does have its issues, you need to take into consideration when this was made. For a game released in 1996, it's a good effort. The level design is open and varied, the soundtrack is good, and the environments are basic yet sharp, clean, colourful and easy on the eyes. My only legit gripe with this game is ground navigation. Turning is stiff and makes collecting atoms, and ground roaming harder than it needs to be. Thankfully when the game focuses on platforming, the jumping feels good in practice, and the ledge grabbing is very useful for reorienting the character in a direction. The camera is a little disorienting, but after a while it makes depth perception a non-issue. Couple that with well animated cutscenes after every level and high replay value, and you have a decent game. It's no Mario 64, but it's adequate.
