This film was made in 1934, The German army units on parade were not well equipped, because rearmament had not really begun yet. One should not have the benefit of hindsight with this film. The party congress was stressing unity in Germany. The referendum combining the offices of Head of State and Head of Government had only been passed the previous month with 10% or about 4 million voting against.
In Hitler's last speech, he states that those, who had voted against the measure, would regard the congress as solely a propaganda stunt. As the outside world does regard this film in that light, his speech shows that he was fully aware of criticisms of him. This contradicts the general impression that he was blind to criticism. I find it difficult to believe that this film was sinister. If anything it was very good propaganda for him.
