Every movie that is made could have been made better, like every job that's done could have been done better - The answer to "How it could have been done better?" is only understood AFTER it is done.
However we must not fail to appreciate that it was done so well as it was.
Everyone made a good effort and it turned out well.
The intent was not to blame the forces - people do what they have to to get the job done with the best possible outcomes - perfect outcomes are seldom reachable.Most important thing is people make an effort to bring about improvement whenever possible to whatever degree it is possible - and risking lives is an expensive decision - Are really 76 votes worth risking the lives of many soldiers and villagers?

Nothing is accomplished quickly. Perhaps their representative could be someone already leading them? The village elder? Nominated instead of elected if conducting election is risky and pointless(people aren't aware of the process)?
While the aim could be to conduct elections eventually it may perhaps be better planned. Slowly and steadily -setting short time goals and achieving them may perhaps allow the government to conduct elections in a relatively risk free manner and when voters would be better informed.
May be - more gap between filing nominations and election day than usual or having a different election process (informal) altogether will be better?
Smart people and good planning and execution can significantly reduce the risk if people are willing to be flexible and make exceptions for the tribal/risky areas.
