One major issue I think that makes cyberpunk lackluster is the fact that they don't use the environment to tell stories. Most of the environments look exactly the same other than maybe some of the medical areas and ripper docs. Everything pretty much just looks industrial and boring nightclubs even look a little industrial if you look at them and what they were going for was something more along lines of fallout or something from Bethesda open world with rich lore. They didn't hit the mark because their environmental storytelling was lackluster everything was the same no matter where you went every mission was pretty much the same sneaking go rampage go crazy whatever you want. just get it done even, Skyrim gets repetitive but the environmental storytelling is what makes it more unique and makes it more likable and playable in the long term.
