We are in the future and Gumps are military robots fighting for both sides of this script-wise terrible war movie. "Outside The Wire" must have been written by Fumps -- Film script robots delivering not much more than a yawn.
Good guy needs to save the world, bad guy wants to destroy it with nukes to save "it" or at least the "future of it". The countdown is "halted and extended" several times with useless, wooden dialogue. The acting can't help save the movie (or the world for that matter) either, both main protagonists seem rather wooden, Pinocchio has more emotions.
As it is mano-a-mano, I could well be a Bond franchise, where the CGI and special effects rule and basically are the only highlights. While Bond movies have a similar structure, the humor and over the top technology make them at least good entertainment. Don't search for that and/or humor in this loud romp, half an action movie, half appealing to social consciousness and not delivering on either side.
How much collateral is feasible, 2 out 40, a million out of millions and millions? Will it go poof or can the clock be stopped?
If you have something else on your list to watch, go ahead - there is always another day to step "Outside The Wire."
