Season 4 episode 2 the youngest daughter is in JROTC and is wearing the collar of the Army Combat Uniform up and velcroed. She is wearing that wrong. The only time you wear the collar like that for that uniform is when the ballistic vest is worn. She was not wearing the vest. The collar is worn then to prevent chafing around the neck.
