Frege's book is one of the classics of the philosophy.of mathematics. The ideas in this book led to logicism (a belief that mathematics can be reduced to logical principles) and to the philosophy of language of philosophers such as Rudolph Carnap. Austin's translation is very readable, but it worth looking around in the secondary literature as Frege's reasoning can be difficult to follow. Personally I read the Foundation of Arithmetic as Frege's way of trying to give formal rigour to the ideas of Immanuel Kant.
