Isn't the Brexit problem easy to resolve? The problem is we do not trust the EU not to lock us into the Backstop. So, why not withhold any payment until we are clear of the backstop or have negotiated a settlement? That should satisfy everyone. We get clear of the EU, we then pay them the 39 billion.
