My guess is that after the emergency alarm was triggered emergency services needed to verify by having eyes on, that all was well. The extreme case would be if someone else was inside and being held against there will and triggered the alarm for help. The police would have wanted to eliminate that very unlikely but possible situation. The challenge then obviously is to verify that all is well by eyes on without anyone getting hurt. If being denied it then requires much patients, compassion, and skill on the part of the department. I would think Family, could have been used to help reason. Time was on their side.
