The Batman is not your typical type of Superhero/MCU/Nolan's Batman trilogy movie but more of a suspense/thriller detective story that focus more on Batman finding out who is the serial killer that's going around Gotham killing famous politicians. The action sequence is good but more dialogue I would say than action IMO. I can see why some reviews are iffy but its worth the watch if you're a fan of Batman, superhero movies, or even you're into suspenseful thriller movies like Prisoners. I would give it a go.
I would give it a 4.5/5 for now but gotta see it one more time cause can't get over that Batmobile scene

Its a good mind boggling movie but if you wanna enjoy watching a movie and dont wanna research about the explained ending or movie this might not be for you. Its a good movie but from Nolan but his other films are sure better. Other suggestions for mind boggling movie would be for sure Interstellar or Inception
