Should you watch Psycho-Pass?
Definitely.
Psycho-Pass isn't worth it for the gory scenes, rather, it's worth it because it explores the unfairness of society, the psychological depths of the mind as the entity as it is, and the desperation of man to rise to the impossible level of omnipotence.
It's a satirical piece that reveals the callousness, natural will and instinct to rebel that man in his roughest state has. It deals with the intricacies of the basic characteristics of one's personality and the scientific assumptions that make up the measurements they come to the conclusion that is the Psycho-Pass of a person.
It displays the intelligence of many who are, on a daily, forced to be silent because of their different views and opinions. I simply loved the snippets of literature and philosophy so freely expressed, even by the antagonists of the story.
Psycho-Pass shows a society where criminals who lack proper conscience judge criminals who have proper conscience.
Quite a thrilling anime, with interestingly unbelievably life-like characters and the expression of the inborn feelings of justice that few in out day have, it is worth your time, and energy.
(though i strongly insist that you read the book while you're engrossed in the anime)
