People like to judge the whole series based off of the first 10 episodes but it gets better. There is a lot of character development that happens and whilst the filler doesn't always cycle back neither did Naruto/Naruto Shippuden's filler episodes. I watched both of those series and I feel like Boruto is lacking in areas but makes up for it in others. The animation is clean and the music is just as good as Naruto. The Jutsu and fight scene animations especially are amazing. It might not be as bloody and teary due to the style but that really doesn't take away that much. Yes the old characters have been watered down in a few areas but that's so as to not take away from the main characters- the power imbalance is difficult to work with- Boruto and the other young characters are only still new and learning whereas the older characters(from Naruto) are practically masters and it just wouldn't work if the background characters were always outshining the mains. They are already struggling to make opponents that won't turn this into another DBZ nightmare where the powers are just continually rising to unbelievable levels and the writers have to rely on plot defeat for the main characters to win.
