It lacks the open world fun. NPC'S have 0 role in the game, basically they are there to suddenly appear and disappear right in front of your eyes showing how poorly the game has been designed in the longest time span ever in making a rather unfinished game. The distant looking vehicles tend to be what looks like unfinished 2d models with poor renders when seen from a distance. Police seems to be non existent in the game. I expected the police to be vigiliant and but they are so poorly programmed that you can lose them by just walking down a street, i mean the game is set in future and poilce seems to be like from the 90's
