Absolutely scintillating piece of satire on the type of beaurcarcy adopted by the modern day democracies. Not sure why isn't it appropriately rated by critics and IMDb alike but the fact that it manages to aptly tickle the funny bone too is like cherry on the top. Stellar acting by Pitt yet again, would certainly recommend it rather than judging the book by it's cover or in this case, bad ratings.
