In my opinion, Take the Money and Run is Woody Allen's funniest movie. I used to cite Bananas as his funniest, but over the years, I find Take the Money and Run makes me laugh most. Woody Allen became a much better film-maker later, even as early as Sleeper, Love and Death, & Annie Hall, but strictly for laughs I find Take the Money and Run funniest. Not just Woody's funniest, but the funniest & my favorite film.
