I bought the game with high hopes that the 3rd one of the series would be epic and at the very least, fun. To my surprise I was met with dull non-unique characters that seemed to never end. Very limited customization. Cars the drove themselves and rarely with anyone inside. Lastly, a design which allowed me to effortlessly complete (repetitive) missions over and over using little more than a spider bot. It truly didn't feel like I was obtaining any real progression and recruiting didn't feel like it mattered, other than to get my kicks by playing an 80 year old war vet with a paintball gun, but could move like a 23 year old athlete. I appreciate the attempt at "you can play as anyone!" But it really diminishes the value of building any real progress or achievement, considering you complete a small "favor" for someone and they're ready to take a bullet for the cause. In all I give it 2/5 because while the game design is horrible and quite frankly boring, at the very least it's a beautiful world with some pretty smooth gameplay. For comparison, I could call it art at the very least, albeit empty and about as intricate as a stick drawing.
