You had a story about school lunches. Is it possible the the students that owed money were not low income? Those students receive reduced and free lunches. The students that owe money are children that buy things without money. Many times children buy extra things besides their lunch and don't have the money. Schools aren't allowed to refuse students without money. They are not allowed to decide whether chips or a hamburger are considered lunch. Then they are expected to absorb the bill. It's not that the school doesn't want to feed the students, but that students who can pay do.
