PBS coverage of the government shutdown repeatedly views it as a mere bargaining chip to use in creating a coherent socially just immigration policy. There will never be any movement as long as Congress does not treat the 2 issues separately. I regret that PBS does not present the issues more clearly and instead keeps talking about negotiation. Human rights are not "on the table."
