This movie sums up Americas perception of themselves pretty damn well however I can't help but question why you would have eugenics without focusing on the real targets; the disabled, the stupid, the outcast.
You would have better off doing a meritocracy based around the Nazi's sterilisation and euthanasia policies of the 1930s (because that was based on their "burden" on society, which is not dissimilar to this movie), with perhaps a one off "test" at the end to cull the remainder of the "stupid" (or whatever actual preference the fascists of the time have.)
There is no coordinated selection "against", apart from the process being corrupt, and this is arguably the biggest missed opportunity of the movie.
