You should make another version of prototype 2 where you can make your own character.Also when you consume people you should make the dialog sound like that person.You should make it where you can bookmark their form when you consume them.Finally, when your in a fight you should be able to stay in the form you consumed.This all should be in a free play where there are no missions you can do whatever you want.
