I think it is one of those feel good action films about bad cops going down for their dirty deeds. The repeated comment by Bunker that "people do change" makes the ending even a bit heart warming as well. If you are a Bruce Willis fan, and like a bit of sentiment in your action movies, I highly recommend it. Its really an O.K. film.
