SPOILER ALERT: This is a summary for everyone who did not understand the plot John Goodman was in on the cell the entire time. He acts as the mole in the police organization, and he goes to see Number 1 twice with information. During these visits, Number 1 first turns on a record so her hidden wire will not pick up what they say. Number one arranges for the cell to attack the stadium. Then, Goodman makes sure that he captures Gabriel in order to bust the whole cell. With this accomplishment, he goes to see the Legislator face to face, wearing one of the same kinds of cloaking mini-nukes they used in the Stadium attack. The film ends as it prepares to explode. Goodman was the Greek bearing gifts.
