This movie has cheesy horrid writing. The villains have somewhat understandable motivations but both Maxwell and Cheetah both pale in comparison to their comic-book counterparts. For an average viewer it'll be a subpar movie with throwaway action scenes and corny and messy noncohesive plot lines (and many scene breaking plot holes).
For DC fans, it ruins the character of Maxwell for any future movies by altering his story line from meta-human capable of controlling minds and his motivation to control the Justice League, believing that these people with God-like powers are dangerous to those without.
It also alienates Cheetah from being Wonder Womans "big bad" by not establishing their years of friendship before having become enemies. Let alone, in the comics Cheetah is a victim to the power of the gods, while in the movie she is guilty of indulging in her own greed.
By placing the villains in a position where the viewer can't empathize with them, it makes so that the impact they have on both the audience and the main character are lack luster.
The first movie Wonder Woman was great because, despite it having a climax which rendered the rest of the movie moot, it brought up questions of humanity and what it encompasses. It made Diana grow as a character and understand the greys that humanity faces in comparison to the black and whites she's learned her whole life.
1984 however, takes away from the character because she indulges in selfish desires and isn't the righteous hero the viewer admires and strives to be. Growing up, Wonder Woman embodied righteousness, justice, femininity, strong emotional integrity and will power.. someone my sisters looked up to. This "Wonder Woman", despite the talent of Gal Gadot, just wasn't her.
