2 stars if they'd projmised this, 1 star since they promised something revolutionary and we got something that didn't even live up to current-gen standards. The police in this game are less well-programmed than the police in GTA 3. Take that for what it is, its not a cop-centered game, but most any side system is totally broken and the main systems are often poorly thought out.
