Reading through some of these reviews, I'm surprised that I was supposed to feel this or that way about the show. Because, just for the record, ST: Voyager was one of my favorite versions of Star Trek, and not only that, but it was FAR better than DS9, which was my least favorite. In fact, I actually prefer Voyager to TNG now, since I've seen every episode of TNG that was Season 3 and beyond (the first two seasons were so bad I don't think I've watched some episodes more than once) so many times that I could probably speak the dialogue without having the show on. But I actually loved Voyager. It was, IMO, the second best Star Trek, with TNG being the best. For one thing, I like the characters (with the exception of Kes) better than any other version (except for TNG before I'd watched every episode a billion times!)... Voyager just also had a standalone quality that made it great to me... one of my problems with TNG was that it didn't feel like they were very isolated from the rest of the Federation (a common complaint, I know). But Voyager felt alone out there in the Delta Quadrant, and that made the interactions between the characters all the more important.
