When newscasters say "now in Washington" I have to remind myself that they mean DC not the state. To refer to it as Washington discounts the entire state and it's population. You are saying they don't count or exists. Then to refer to the state of Washington as Seattle to clarify that you are talking about the state is frustrating to all the other cities in the state.
