Backstory: the police in Kenosha allowed an untrained, armed teenager into a volatile situation. They are the guilty party for they knew what this child was doing and allowed him to instigate violence. If I was a policeman I would have pulled him aside, questioned him, and then either told him to leave or detain him for 24 hours. It is just common sense that allowing any individual who has not been trained in protest suppression should not be allowed into a protest with an AK. I would argue that you would be inciting.
