Good book for public administration students as it gives an overview of the difficulties associated with data quality to implementation of policy proposals. The major thrust is therefore upon the information assymmetry and the resultant market failures. While numerous examples are given, the book still seems to lack in depth except in some erswhile and contemporary problems Indian polimakers had handled, both properly and improperly.Overall it's a beginners read for those interested in knowing perplexing problems of decision making process in India
