I never played OW1 but the free-to-play model for OW2 got me to try it out at launch. I love it and have a great time and I've been playing for a few months now. Yes there are balancing issues and you'll end up with a character that becomes the meta for a while and that can be frustrating, but they constantly patch it and try to fix the balancing issues. At launch it was mostly Roadhog for his insta-kill and Zarya for her inability to ever die but they nerfed Zarya to the point I don't ever see her anymore and Roadhog they nerfed just enough to make him a little less threatening but still an overall good character.
I suggest you play more than one character because eventually your character will either be good or bad depending on the patch. For example, Zarya got nerfed into the ground but Junker Queen got buffed to make her an actual viable pick and a lot of fun to play. If you only ever play a single character you're gonna have a bad time when the meta eventually changes, so I like to have a few different characters that I enjoy playing so I have some options if one of them gets a hard nerf that ruins them and it doesn't just kill the game. Currently I play Cassidy, Junker Queen, and Baptiste the most but there are a lot of other characters that are a lot of fun, just try them all to find who you enjoy, and you'll have a really good time.
I think free to play was the right choice because I never would've paid for this game having never played the original. It makes it accessible to everybody and you don't have to spend money in game. Who cares if you play with the basic skin? You'll earn some through the Free Battle Pass and you don't have to worry about "looking cool" or whatever, just play the game and have fun. It's first person so you don't even get to see the skin, other people are looking at it. The only reason to spend money is to support a game you enjoy that gave you countless hours of free fun, other than that there is literally no need to spend money on stupid skins for a game you'll quit playing one day anyways. The game is meant to be played for your enjoyment, nobody cares about your internet clout because you have a really cool skin most people aren't paying attention to when they're panic shooting at you anyways.
Try the game, play everybody, and have fun. I think it's a really good game despite its balancing issues and I haven't encountered a single bug so that counts for something right? Everything is buggy now a days, but OW2 plays great.
