I myself have not perused The Statute inscribed on the Base of The Statute of Liberty as a Public Law Declaration .
I hesitate because is the Statute applicable as Contract Law with only The State of New York even though The Statue of Liberty is a Worldwide Symbol.
I instead look at The Public Law governing All The States . amen
