A gritty look at the drug “war” from the perspective of several parties from purveyors, law enforcement, financial beneficiaries, substance abusers, and corrupt officials. The humanity of the intertwined characters is artfully portrayed by the outstanding cast. The directors use of underdeveloped and overly developed film lends atmosphere to the particular locales—brilliant technique.
