The writer is speculating about the thoughts and actions of figures, more than presenting researched events. Perhaps because there are relatively few to uncover on this subject. One has the feeling while reading that meaningful insights are a long ways apart. One marches on page by page hacking through much descriptive and unimportant "window dressing."
