Open world exploration and free roam stuff is extremely fun. Pretty much everything else is not. Game is full of bugs, late game guns feel unpredictable at best. The accuracy cones feel random and it makes stealth in particular completely unsatisfying. The story is... there? There is a story, but it's about a bunch of terrible people and terrible choices are made for the player. There are better options to every A or B scenario the game presents you with, but you are limited to terrible choice A or terrible choice B exclusively. The story and characters are not compelling. Each primary NPC character represents a single moral facet: progress at all costs, traditionalism, and the detached, casual corruption of hereditary rule.
The most fun thing is the input delay for nearly every single action. No, wait, it's the long, unbreakable animation for every action that occurs after the long input delay, making gameplay feel like a clunky chain of unsatisfying waiting periods rather than the snappy, responsive action you might expect.
