An excellent history of the Oakland, CA police Department’s two decade (+) long struggle to shed its violent, criminal & racist culture and become a better policing organization. Told in an engaging narrative style that brings politics, economics, demography and the law into the mix. This story demonstrates the intransigence of police corruption and the challenges of institutional change. The individual episodes are told in realistic and intense detail. All of this is meticulously documented. This must reading for anyone in law enforcement or city management.
