The lady across the street should have reported her suspicions to the police when she had a chance, why would she tell Susan first? that would put them at risk if he's truly the most wanted - which in the movie he is. It's better to be cautious than doing something stupid. The movie is not for me, I find it not realistic. They could have atleast killed that monster.
