The King Report is of course in approach explanatory-based and non-legislative. I really like both parts in that explanatory-based caters for the context, however non-legislative is a psychological double-bind in my view. How do I get to that conclusion? un-legislative still operates within the jurisdiction of the statutes of the governance of the country on government departments, NGO'S etc - which are governed by laws and are statutes on themselves is where it gets everyone's attention. The progression in the revisions of the code from an ISDM to keeping abreast with global trends is in my view where many of all of South African government department still offer lip service and have not yet elevated themselves to the actual delivery.
Crucial code, mostly understood by NGOs and NPOs and merely admired by many who bind many in frozen office language around many laws and statutes that come with it.
